This is Coreopsis mutica. This shrub has strikingly beautiful yellow blossoms and is native to Central Mexico. Other similar varieties are present in El Salvador and Honduras. This seed is almost impossible to find. This is a larval host plant for the Agonopterix atrodorsella moth, and the Aarons Skipper butterfly. It is also a nectar source for the Southern Dogface, Gorgone Checkerspot, Queen, Common Buckeye, Monarch, Eastern Tailed-Blue, and Dainty Sulphur butterflies, and the Red-waisted Florella Moth. As an added bonus this plant is deer resistant. There is one growing in San Francisco which is Zone 9 so I will guess USDA Hardiness Zones 9 to 11
